West Hollywood Today 9/18/20/–I am writing to reiterate my full support for the public park at 1216 North Flores Street. That lot is positioned among multi-unit buildings with at least one of them built almost a hundred years ago and having historical features from the nineteen twenties. Having a green space public park makes a lot of sense, especially nowadays, when people spend more time working from and stuck in the apartments. It is incredible but not surprising that the petition for the park has already amassed the support of over 1300 people. West Hollywood is one of the densest cities in our country and needs far more green space.

As we discussed with you, there is still a lot of unknown about the current status of that lot. The real estate agent says that it is currently in escrow.
But sooner or later, any project there should come upon the city’s agenda. And that is why it is critical to elect new people on the city council, new leaders that would be receptive to residents’ will.
 In my platform as a candidate for West Hollywood City Council, I advocate for more outdoor recreational spaces within our city. If elected, I plan to restart a dialogue with the City of Los Angeles regarding the Poinsettia Park & Recreation Center’s long-term lease so that WeHo can have another park and athletic fields on the east side of the city for our residents to use. And Flores Park would be an excellent addition as a public park in the center of the town, with other larger parks being on the east and west edges of the city.

Right now, in West Hollywood, there are many issues, which concurrently lowering the quality of life of our community members.

Now is the time for NEW voices to lead change in West Hollywood.
I am determined to bring a fresh eye and needed improvements. Our campaign is grassroots, and I’m not accepting any contributions from real estate developers and large corporations.

The economic downturn, lack of affordable housing, high unemployment, public safety concerns, tenant-landlord issues, struggling small businesses. Many of those problems had existed before the pandemic. With the city’s economy so heavily dependent on the hotel and tourism business, chickens of the one-sided economy are coming home to roost. We need to diversify city’s economy and create adequate support system for small, boutique, local businesses to achieve a more balanced economy.
This campaign is a grassroots, and I am not taking any contributions from real estate developers and large corporations. Join me

I plan to increase the number of Security Ambassadors that are deployed on bicycles and foot within the city and boost staffing in the Mental Evaluation Unit. A focus on crime prevention will help to reduce sheriff emergency calls. There should be increased community education and awareness about the dangers of domestic violence, human trafficking, and hate crimes.

I will propose a requirement for all registered city lobbyist information to be published regularly to reveal any special interests that influence our city government.The city must streamline its expenses by evaluating its leases of un-owned property and ensuring it falls within the current market rate conditions. A fresh eye is needed to assess and possibly postpone non-essential projects.

We are all aware that the homelessness crisis has gotten way out of control, and neither West Hollywood nor Los Angeles can solve this on its own.We must demand more funding from the federal government and work with our state and private sector partners to address homelessness, housing, mental healthcare, and substance abuse treatment.

West Hollywood must expand the tenants’ advocacy center where renters can get assistance addressing complaints and resolving disputes and obtaining guidance to Section 8 programs.

There is no time like the present to reevaluate West Hollywood’s overall economy. It is more urgent than ever to rebalance the city’s economy to make it less heavily dependent on hospitality and nightlife.We can diversify our economy by supporting all types of businesses that are integral to the neighborhood’s current character and developing opportunities for new industries and business sectors. We can create welcoming environments for innovative start-ups and boutique shops alik

Mike Carter, Ogden Neighborhood Watch Captain and monarch activist, has been donating California native milkweed (host plants for Monarch larvae) to WeHo residents. He has catalyzed what will soon be a plant giveaway to further engage stakeholders and Friends of Flores Park. We are very excited about this collaboration.

“One day I realized how desperately human beings are in need of housing for our increasing numbers. That same day, I realized what was happening to the Monarch population. In 20 years, their population dropped by 90% because our increasing human activity laid claim to their habitat. We as individuals, as businesses, as cities, as counties, as states and as regions can set further example to provide habitat for pollinators. It is sorely needed. Come December, the Western Monarch is doomed for the US Endangered Species List.”

 

4. Stephanie Harker Statement in Support of Flores Park Community Garden:

Stephanie Harker, community activist, is co-champion (with Cathy Blaivas) behind Protect Plummer Park, a 2011 grassroots campaign to stop development of an underground parking facility at Plummer Park- a proposed project which would have resulted in the demolition of historic buildings and the destruction 56 heritage trees.

“I support this idea completely. The more park space the better. For years I have attended the West Hollywood Public Facilities Commission meetings and over the last nine years, the city has asked the commissioners and members of the public to keep an eye out as we travel around the city, to identify possible sites for new park space. This location would be the perfect opportunity to add green space to our community.”

WEHOville (4/21/20/—Tom Wright and Calli Goldstein, who all live on the street, are the organizers of the campaign and have created a petition online to solicit signatures from supporters of the park idea. The petition asks that the City of West Hollywood purchase the lot and “open a community park that demonstrates sustainable garden practices for the residents and wildlife in West Hollywood.” To date 65 people have signed it. 

The 9,000 square foot lot is owned by Barry Shy, one of whose current projects is the Hill Street Lofts, a 33-story building with 239 apartment units at 920 S. Hill St. in downtown Los Angeles.  Shy is asking that the City of West Hollywood re-issue a permit obtained by another developer, Boaz Miodovski, who had planned to construct a five-story building with 14 condo units and underground parking.  Five of those units were to be reserved for low- or moderate-income people.

Shy bought the property after a lengthy and expensive effort effort by Miodovski to get the city’s permission to build a condo building there. Eventually he decided to drop plans for the project and sell the property.

Miodovski had faced pushback from residents who said the building’s design didn’t reflect the character of the street and who opposed a staircase that would have been on the front façade of the building.  Ron Emmons, who owns the historically designated building at 1224 Flores, next door to the 1216 N. Flores lot, objected that it would cast a shadow over his property. Nevertheless, the project was approved by the city’s Planning Commission in 2015, a decision that Emmons and George Credle, another neighbor, appealed to the City Council.

The City Council asked for changes to the project, with John D’Amico saying he found the staircase unattractive and John Duran said he would prefer the building be only four stories, even if that meant eliminating the five affordable condo units.

Miodovski responded by setting back the building from the northern edge of the lot, which is where the 1224 Flores building is located, and changed materials on the building façade to make it more compatible with the stucco facades of nearby buildings

A year later, in November 2016, the City Council rejected Credle and Emmon’s appeal in a 3-to-2 vote, with Councilmembers D’Amico and Meister voting no.

Wright has lived on Flores for many years and successfully advocated for the installation of speed bumps to slow traffic on the street. He said he had offered Shy $2 million to buy the property, but that Shy declined the offer.

Shy’s request that the permit given to Miodovski be reissued was filed with the City of West Hollywood on Oct. 25, 2019 and currently is under review.  WEHOville has reached out to Shy for a comment but has yet to receive a response.  In addition to the attention has gotten for his various real estate developments, Shy also was in the news for suing two owners of units in the SB Grand Lofts (located at Fifth and Broadway in downtown Los Angeles) for libel and slander because of comments alleging he was “dishonest” and a “slum lord.”

City Council Approves $12 Million Increase in Funding for West Hollywood Park Redevelopment

The West Hollywood City Council last night approved a $12 million increase in the budget for the renovation of West Hollywood Park, which will bring the total cost of the second stage of the renovation to $113.5 million.

With the inclusion of phase one of the renovation, which included construction of the West Hollywood Library, the City Council Chambers and the five-story parking structure, the city’s overall spending on the eight-acre park is anticipated to be $22.2 million an acre.

City Councilmember Lauren Meister objected to the $2.8 million increase in the city’s contract for construction management services with CBRE Heery Inc.  That 56% increase means the city will be paying CBRE Heery a total of $7.8 million.  Meister was the only council member to vote “no” on that portion of the overall increase.

The second stage of the renovation was initially anticipated to be completed this year.  However, now the final completion is expected in the Spring of 2022.

Mayor John D’Amico suggested that the city consider putting up a barricade around the entire park so that the renovation could move faster.  The city initially had decided to leave as much of the park open to residents while construction was underway on specific parts of the redevelopment.  However, D’Amico noted, the entire park now is closed because of the COVID-19 pandemic.

The renovation has drawn criticism from some residents, who have cited expensive aspects such as the $1.75 million “grand stair.”
